The status quo

On a typical UK data-centre build, getting a single subcontractor's team onto site touches eleven systems — the access control vendor, the e-induction platform, the DBS register, the RAMS library, the document control portal, the cost / payment platform, the project planning suite, the safety reporting tool, the badge printer, the visitors' kiosk, and email.

Each one of those holds a partial picture. Each one is the subject of a different reconciliation argument when something goes wrong. None of them know what the contract said.

The 8-step cascade

Award triggers everything. The competent person signs off the result.

  1. Award captured

    The subcontract is awarded in the commercial module. Package M-04 — Apex Mechanical, mechanical first-fix to Halls A and B. Sum, scope, KPIs, programme dates, retention all attached.

  2. Contract clause pull

    The Contract-Aware Engine pulls the relevant clauses — insurance requirements, working hours, security clearance level, RAMS expectations, programme commitments. These become the cascade rules.

  3. Role template instantiated

    For each role on the package — Project Manager, Site Manager, Foreman, Operative, QA Lead — the system instantiates a role profile with permissions, dashboard scope and approval rights drawn from the master role template.

  4. Compliance prerequisites

    For each role: required inductions, CSCS card class, DBS check level, drug & alcohol policy version, RAMS scope. Email invites generated; status tracked from invited → completed → verified.

  5. Gatehouse provisioning

    Once each operative has cleared compliance, their access record is pushed to the gatehouse module — site, time-windows, vehicle reg, escort requirement. A QR badge is generated.

  6. Document & drawings access

    Drawings, specifications and document libraries scoped to the work package are auto-shared with the role profile. Access is revoked at package close-out.

  7. Programme integration

    The package's WBS activities are linked to the role profiles. Operatives appear correctly in resource histograms; the PM sees the right people against the right activities without a manual mapping step.

  8. Sign-and-issue

    The Site Manager (the competent person for onboarding) reviews the cascade output, edits any role profile that needs adjustment, and signs the package onboarding off as complete. Locked declaration recorded.
